What is GTA MOVE?

GTA MOVE is a proposal to rethink the way we drive and increase the efficiency of the Highway network in the Greater Toronto Area.


The MOVE (Multiple-Occupant Vehicle Express) Network will expand on existing High Occupant Vehicle lanes by taking advantage of the existing Express Lanes of the 400 Series Highways to move more people, faster.

Express Lanes can already be found on 5 GTA expressways (parts of the 400, 401, 403, 404, 427, and Gardiner Expressway).

GTA MOVE proposes that these Express Lanes be converted to HOV lanes, accessible to GO buses and Municipal buses, along with "registered carpool vehicles" ... rewarding Multiple Occupant Vehicle users (MOVERS) with faster travel across the Greater Toronto Area.

Combined with careful expansion of HOV lanes (on Highways 400, 404 and 410), this creates a complete MOVE Network that stretches from Peel Region through Toronto to Durham Region and north into York Region.

The GTA MOVE Network will expand the reach of public transit and carpooling in the Greater Toronto Area, reduce the number for Single-Occupant Vehicle trips, and have a meaningful impact on congestion and pollution.

The GTA MOVE Network may also be a source of revenue for Metrolinx which can be directed to public transit.
